After arguing for sometime, learned counsel for the applicant, under instructions from the Applicant who is also present in Court, seeks permission to withdraw the OA with liberty to make a detailed representation to the competent authority for redressal of his grievances raised in the present OA.

Learned counsel for the applicant further submits that the Tribunal may direct the respondents to consider his such representation and pass a reasoned order thereon within a reasonable time. In the facts and circumstances, permission is granted to the applicant to withdraw the OA and to prefer a detailed representation to the competent authority under the respondents.

In view of the above, the OA is dismissed as withdrawn with liberty to the applicant to prefer a detailed representation within fifteen days from the date of receipt of certified copy of this order and in case such representation is received by the respondents, the same shall be considered by them and disposed of by passing a reasoned and speaking order thereon within eight weeks of receipt of such representation. We make it clear that such liberty does not indicate our opinion on the merits of the claim of the applicant.

In the facts and circumstances, MA No.931/2015 also stands dismissed as withdrawn. No order as to costs.
