Judgment
This Writ Petition is filed challenging the inaction on the part of respondent No.3 in considering the petitioner's application dated 06.08.2026, seeking permission to conduct a one-day Dharna programme on 29.08.2026 from 10:00 A.M. to 4:00 P.M. at Dharna Chowk, Indira Park, Hyderabad, with an expected gathering of around 300 persons.
Heard learned counsel for the petitioner and learned Assistant Government Pleader for Home, appearing for respondents No.1 to 3.
In the application dated 06.08.2026, the petitioner has furnished the names of the persons who are proposed to address the gathering and has also indicated the number of persons likely to attend the programme. It is alleged that, in spite of the application having been submitted well in advance, the respondents have not passed any orders thereon.
Learned Government Pleader for Home has furnished a copy of the written instructions received by him and submitted that respondent No.3 has forwarded the petitioner's application to the Assistant Commissioner of Police, Gandhi Nagar Division, Hyderabad, and the Station House Officer, Domalguda Police Station, Hyderabad, for enquiry and report. It is further submitted that the reports have been submitted to respondent No.3 recommending rejection of permission for conducting the Dharna. It is stated that respondent No.3 will take necessary action after carefully perusing the matter.
Learned counsel for the petitioner submitted that, as no decision has been taken by the respondents till date and the programme is scheduled to be held on 29.08.2026, the petitioner has approached this Court seeking appropriate directions, particularly as today is the last working day of this Court in this week.
In view of the above submissions, respondent No.3 is directed to consider the petitioner's application dated 06.08.2026 and pass an appropriate order thereon, granting permission on such conditions as may be deemed necessary in the interest of public order and safety. The said order shall be passed within a period of two (02) days from today.
With the above directions, the Writ Petition is disposed of. There shall be no order as to costs.
Miscellaneous applications, if any, pending shall stand closed.
