Challenging the inaction on the part of the respondent authorities in considering and granting permission for conducting peaceful 'Chalo Hyderabad' Maha Dharna/Demonstration, pursuant to the petitioner's representation dt.31.08.2026, this Writ Petition is filed.

Learned Senior Counsel appearing for the petitioner submitted that the meeting is scheduled to be held on 10.09.2026 and though the petitioner, in its representation has proposed four places for the meeting, no decision has been taken by the respondents so far and therefore, they have moved this Writ Petition as a lunch motion.

Learned Government Pleader for Home, on written instructions, submitted that the petitioner has proposed four places for holding the meeting on 10.09.2026, i.e., (i) NTR Grounds, opposite Indira Park, (ii) Nizam College Grounds, (iii) L.B. Stadium and (iv) Saroornagar Stadium/Open Ground. It is submitted that since the State Assembly is in session, it is not possible to consider the venues such as NTR Grounds, Nizam College Grounds and L.B. Stadium as it would impact on traffic movement and public convenience in the surrounding areas. As regards Saroornagar Stadium/Outdoor Ground in which the petitioner is proposing to hold meeting of 1,00,000 persons, it is submitted that such large congregation is likely to result in considerable traffic congestion and may affect the free flow of vehicular traffic and the movement of the general public. It is further stated that the Saroornagar Indoor Stadium including open spaces can accommodate a maximum 10,000 gathering only, whereas the organisers are expecting 1,00,000 members and therefore, the gathering is beyond the safe capacity of the venue.

At this juncture, the learned Senior Counsel for the petitioner has forwarded a copy of the letter dt.07.09.2026 addressed by the petitioner to the Collector and District Magistrate, Ranga Reddy District, wherein it is stated that the proposed congregation is of around 10,000 members only. He is therefore seeking a direction to the respondents to accord permission for conducting the subject meeting.

In view of the above submissions, this Court directs respondent No.4 to consider the representation of the petitioner and grant permission for holding a meeting at Saroornagar Indoor Stadium on 10.09.2026 with such conditions as he may deem fit and appropriate.

The Writ Petition is accordingly disposed of. No order as to costs.

Pending miscellaneous petitions, if any, in this Writ Petition shall stand closed.
