Judgment
This writ petition has been filed seeking writ of mandamus to grant permission to provide adequate police protection for conducting Sri Krishna Jayanthi Festival at Orivayal Village, Kadaladi Taluk, Ramanathapuram District from 03.09.2026 to 05.09.2026 based on the representations of the petitioner dated 22.08.2026 and 25.08.2026.
Admittedly, the first representation had made representation on 22.08.2026 and last one was on 25.08.2026 and both representations are pending before the Police authorities and the present writ petition has been filed before this Court on 25.08.2026. Since the respondent police had not taken any decision on the representations of the petitioner, this petition has been filed for a direction.
Heard both sides and perused the materials available on record.
The learned Government Advocate(Crl.side) submits that there is a rival group in the same area. Therefore, a petition was forwarded to the Tahsildar, Kadaladi Taluk for conducting Peace Committee and to take better decision to resolve the issue. In the present writ petition, the Tahsildar, Kadaladi Taluk, Ramanathapuram District is not a party.
Considering the above, the Tahsildar, Kadaladi Taluk, Ramanathapuram District, is suo motu impleaded as the fourth respondent in this writ petition at the interest of justice.
As per the letter of the third respondent, which was sent to the fourth respondent, it is seen that even in the last three years, there was a Peace Committee Meeting and based on the resolutions taken in the Peace Committee Meeting, the festival was conducted.
The learned Additional Governent Pleader takes notice for the newly impleaded fourth respondent and submits that the fourth respondent-the Tahsildar, Kadaladi Taluk, Ramanathapuram District would conduct Peace Committee Meeting on 02.09.2026. He submits that there are two rival parties as A party and B party and the respondents 1 to 3 may be directed to forward the particulars of A party and B Party for appreciation of the fourth respondent to conduct Peace Committee Meeting, which is going to be conducted on 02.09.2026.
Considering the above position, the respondents 1 to 3 are directed to forward the particulars of A party and B Party for appreciation of the fourth respondent to conduct Peace Committee Meeting, which is going to be conducted on 02.09.2026 forthwith. On receipt of the same, the 4th respondent is directed to expedite the Peace Committee Meeting and after convening the meeting with A party and B party, the fourth respondent shall pass resolutions on 02.09.2026 itself. Based on the Peace Committee meeting, the third respondent is directed to pass suitable orders on 03.09.2026 itself since the scheduled programmes would be taken place on 03.09.2026.
With the above directions, this petition is disposed of. No costs.
