New Delhi: March 05, 2026:

In a major reform aimed at easing the lives of millions of vehicle owners, the Ministry of Road Transport and Highways (MoRTH) has rolled out a new online hypothecation removal system. Effective from March 1, 2026, the process of removing hypothecation from vehicle registration certificates will now be automatic once a loan is fully repaid.

This change eliminates the need for multiple visits to Regional Transport Offices (RTOs) and reduces paperwork, saving time and effort for borrowers. Initially launched with State Bank of India (SBI) and five leading Non-Banking Financial Companies (NBFCs), the system will gradually expand to cover more banks and financial institutions nationwide.

 

What is Hypothecation?

  • Definition: Hypothecation is a legal arrangement where a vehicle purchased with a loan is pledged as security to the lender.
  • Registration Certificate (RC): When a car or bike is bought through financing, the RC carries a hypothecation mark showing the lender’s interest.
  • Removal Process: Once the loan is repaid, the owner must remove hypothecation from the RC to gain full ownership rights.

Earlier, this required:

  • Collecting a No Objection Certificate (NOC) from the bank.
  • Submitting documents at the RTO.
  • Paying fees and waiting for approval.
    This process often involved delays, multiple visits, and disputes.

 

The New Online System

The new system integrates three platforms:

  1. Unified Lending Interface (ULI): Developed by the Reserve Bank of India, it enables secure, real-time data exchange between banks and government systems.
  2. Bank/NBFC Systems: Once a loan is repaid, the lender updates records and issues an electronic NOC.
  3. Vahan Portal: The government’s vehicle registration platform automatically removes hypothecation and sends an SMS confirmation to the owner.

What Vehicle Owners Should Do

  • Repay Loan in Full: Ensure all dues are cleared with the bank/NBFC.
  • Receive NOC: The lender will issue an electronic NOC automatically.
  • Check Vahan Portal: Owners can log in to the Vahan portal to confirm hypothecation removal.
  • Update RC: Download the updated RC without hypothecation.

For those whose banks are not yet integrated, the traditional process via RTO remains available.
