Heard Mr. Dinesh Reddy Mallireddy, learned counsel representing Mr. Ch. Thandava Krishna, learned counsel for the petitioner, Mr. P.Shravan Kumar Goud, learned Government Pleader for Health, Medical and Family Welfare Department appearing for respondent No.1 and Mr. T. Sharath, learned Standing Counsel for Kaloji Narayana Rao University of Health Sciences appearing for respondent No.2.

Petitioner seeks the status of local candidate for admission to MBBS/BDS course under Notification dated 04.08.2026 issued by the respondent University for being treated under the Competent Authority Quota. Admittedly, the petitioner pursued her education in the State of Telangana till 10^th standard, but completed her intermediate course in the State of Andhra Pradesh in March, 2024. The petitioner relies upon the order dated 29.08.2023 passed in WP No.21268 of 2023 and batch by the Division Bench of this Court and submits that since the petitioner completed her intermediate course in the State of Andhra Pradesh before the amendment to G.O.Ms. No.114, dated 05.07.2017 vide G.O.Ms. No.33 dated 19.07.2024, the amended eligibility criteria cannot be applied retrospectively to deny her local candidate’s status.

However, upon hearing the learned counsel for the petitioner and the learned counsel for the respondent University, we are of the considered view that the plea raised by the petitioner is misconceived. The decision rendered by the Division Bench of this Court in WP No.21268 of 2023 and batch was set aside by the Apex Court in The State of Telangana and others v. Kalluri Naga Narasimha Abhiram and others^{11.2025 SCC Online SC 1880}. Moreover, since the petitioner has not studied for four consecutive years prior to the qualifying exam for admission to MBBS/BDS course in the medical institutions falling within the territory of Telangana as per the Notification dated 04.08.2026 and the Telangana Medical and Dental Colleges Admission (Admission to MBBS & BDS Courses) Rules, 2017 as amended by G.O.Ms.No.33, dated 19.07.2024, she cannot be treated as a local candidate. Therefore, we do not find any merit in the writ petition.

Accordingly, the instant Writ Petition is dismissed. No costs.

As a sequel, miscellaneous petitions, pending if any, stand closed.
