Judgment
P.Madhavan, Judicial Member This Original Application has been filed by the applicants seeking the following reliefs:
" i. Issue an appropriate direction or order directing the respondents to complete the selection process in pursuance to Annexure A1 within a stipulated time as may be prescribed by this Hon'ble Tribunal.
ii) Issue an appropriate direction or order directing the 2nd respondent to consider and pass appropriate order on Annexure -A3 representation, within a stipulated time, as may be prescribed by this Hon'ble Tribunal.
iii) Grand such other reliefs that this Hon'ble Tribunal deem fit to grand under the facts and circumstances of the case.
iv) Grant the cost of the Original Application. ''
The brief facts of the case are as follows: The applicants are unemployed women from Lakshadweep Island and are awaiting the selection and appropriate placement under the Public/Government Sector. The Director of Women and Child Development, UT of Lakshadweep invited applications from qualified local candidates for the post of Village Extension Officer (Lady)/Warden under the Department of Women and Child Development, Lakshadweep Administration (Group 'C' Non Gazetted, Non Ministerial) on regular basis. The essential qualification prescribed for the post is Plus Two or the equivalent and should have passed VEO's training course from a recognised institute. In the absence of candidates having the essential qualification, candidates having Plus Two pass qualification will be selected based on the merit list of a written test. The applicants being qualified for the said posts, applied in accordance with the employment notification. Accordingly, the written test was conducted on 24.1.2021 and the applicants successfully qualified the written test and most of the applicants have acquired top ranks in the rank list. However, after this stage, there was no action taken for the selection or appointment of the applicants. The applicants preferred a representation and the same is pending with the respondents. The applicants apprehend that if further steps to appoint the qualified candidates included in the rank list is prolonged for an indefinite period, the applicants will be put to irreparable injury, loss and hardship. Aggrieved by the inaction on the part of the respondents, the applicants have approached this Tribunal.
When the matter came up for hearing, it appears that the representation submitted by the applicants as Annexure A-3 is still pending with the respondents.
Adv.Mr.R.Sreeraj representing Adv.Mr.S.Manu takes notice on behalf of the respondents and he has no serious objection for disposing of the representation.
In view of the limited relief sought, the Competent Authority is directed to consider the representation at Annexure A-3 in the light of relevant rules and regulations and pass a speaking order within a period of three months from the date of receipt of a copy of this order.
The Original Application is disposed of as above at the admission stage itself. No costs.
