Learned counsel for the State accepts notices for respondent nos. 1 to 5 and 7.

The petitioner is stated to have preferred appeal before the Divisional Commissioner, Tirhut Division, Muzaffarpur.

The petitioner has not arrayed the Divisional Commissioner, Tirhut Division, Muzaffarpur as necessary and proper party. Therefore, learned

counsel for the petitioner is permitted to implead the Divisional Commissioner, Tirhut Division, Muzaffarpur as 7th respondent during the course of the

day.

Having regard to the fact that petitioner’s appeal is pending before the 7th respondent (Divisional Commissioner, Tirhut Division, Muzaffarpur),

the 7th respondent is hereby directed to decide the petitioner’s appeal within a period of four months from the date of receipt of a copy of this

order and communicate the decision to the petitioner after giving ample opportunity of hearing to the petitioner.

The writ petition stands disposed of.
