Pramod Kumar vs Union Of India & Ors.

Mr. Pramod Kumar, applicant, in person and Mr. Anil Kumar, learned counsel for the respondents, are present and heard.

The applicant has approached this Tribunal under Section 19 of the Administrative Tribunals Act, 1985, praying for the following relief(s):-

The brief facts of the case are that the applicant is working as an Assistant Depot Store Keeper under the Deputy Chief Material Manager/General Stores Depot, Kanpur, North Central Railway. It is stated that the applicant has raised a grievance regarding his designation being reflected as “Assistant Depot (Khalasi)” in the HRMS/IPAS portal, instead of “Assistant Depot (Store)”. The applicant has raised the said grievance before the concerned authority and has sought correction of his designation in the HRMS/IPAS portal in accordance with the applicable Railway Board instructions. It is further stated that the applicant had approached the concerned authorities in this regard, but his grievance has not yet been finally resolved. Being aggrieved by the aforesaid circumstances, the applicant has filed the present Original Application, bearing Diary No. 2369 of 2026.

Applicant in person submits that he had submitted a representation dated 23.02.2026 before the concerned authority seeking correction of his designation in the HRMS/IPAS portal from “Assistant Depot (Khalasi)” to “Assistant Depot (Store)”. He further submits that despite approaching the concerned authorities, his grievance has not been finally resolved.

Per contra, learned counsel for the respondents, in the short counter reply, submits that the applicant has filed the present Original Application, bearing Diary No. 2369 of 2026 seeking, inter alia, time-bound disposal of his representation dated 23.02.2026 and an opportunity of hearing. He submits that, in respect of the applicant’s grievance regarding correction of his designation in the HRMS module, a letter dated 25.02.2026 was sent by the Deputy Chief Material Manager, General Store Depot, Kanpur, to the Chief Workshop Manager, N.C. Railway, Jhansi, for providing the requisite option in the HRMS module for the post of Assistant Depot (Store) in place of Assistant Depot (Khalasi). He further submits that another letter dated 09.06.2026 was sent in the matter and that a service request bearing No. REQ00146371 was also made on the HRMS module, however, the requisite option has not yet been made available. Learned counsel submits that the respondents are taking steps to resolve the grievance through the HRMS module and the same may take some time. He, therefore, submits that the grievance of the applicant is under process and the present Original Application, bearing Diary No. 2369 of 2026 may be decided accordingly.

In view of the aforesaid submissions advanced by both the parties and from the record, it is evident that the grievance raised by the applicant through his representation dated 23.02.2026 with regard to correction of his designation in the HRMS/IPAS portal has been taken note of by the competent officials and necessary steps have been taken vide letters dated 25.02.2026 and 09.06.2026, however, the requisite option for the designation “Assistant Depot (Store)” has not yet been made available.

Accordingly, I am of the view that the present Original Application, bearing Diary No. 2369 of 2026 is disposed of with a direction to the Respondent No. 3/Competent Authority to examine the grievance of the applicant with regard to correction of his designation in the HRMS/IPAS portal and take an appropriate decision thereon, in accordance with law and the applicable Railway Board instructions, by passing a reasoned and speaking order, preferably within a period of four months from the date of receipt of a certified copy of this order.

Central Administrative Tribunal^{8. It is made clear that this Tribunal has not expressed any} opinion on the merits of the applicant’s grievance, and the competent authority shall take a decision on the representation strictly in accordance with law.

Accordingly, the Original Application, bearing Diary No. 2369 of 2026, stands disposed of at the admission stage. No order as to costs.

All pending Miscellaneous Applications, if any, also stand disposed of.
