The petitioner is aggrieved by the inaction on part of the respondent authorities in releasing the sanctioned amount for the petitioner towards the scholarship amount under the Scheme of “NTR Videshi Vidhyadharana” scheme for the academic year 2019-2020.
The petitioner submitted an application for grant of scholarship amount vide Application Number OV2018118432. The petitioner applied for studying Strategic Management in Logistics (M.Sc.). The petitioner had submitted the said application and the respondents have approved the application of the petitioner and also sanctioned the amount by crediting the first installment to the bank account of the petitioner. Thereafter, the 3rd respondent prepared the list for release of the second installment. The petitioner’s name was arrayed as one of the beneficiary for release of the second installment. However, the respondents have not released the said amount and aggrieved by such action on part of the respondents, the present writ petition is filed.
The 3rd respondent has filed a letter in R.C.No.B1/1840/2018-113, submits that the State Level Screening Committee was constituted for verification of the applications and the State Level Screening Committee had approved the list of eligible candidates. However, the government ordered an enquiry into the sanction of scholarship amounts to various students. The Vigilance and Enforcement Department had submitted a report and as seen from the report, the petitioner was found as an eligible beneficiary of the scheme.
It is further stated in the said letter that the petitioner is entitled to the release of the balance amount. However, the balance amount shall be released soon after the 3rd respondent receives the funds from the Government.
Considering the submissions of the learned counsel for the petitioner and the learned Standing Counsel for respondent No. 3 that the petitioner is an eligible beneficiary, the 3rd respondent shall have to release the amount as expeditiously as possible, not later than a period of eight (8) weeks from the date of receipt of a copy of this order.
Accordingly, the Writ Petition is disposed of. There shall be no order as to costs.
As a sequel, pending miscellaneous petitions, if any, shall stand closed.
