With the consent of both the parties, this Writ Petition is taken up for disposal at the admission stage itself.

This writ petition is filed declaring the action of the Respondent No.4 in not dispensing with the production of originals in respect of Sale Deeds (P.Nos.87 & 88 of 2023) inspite of the directions by respondent No.2 to take necessary action as per the provisions of the Registration Act, 1908 and in not registering and release the said sale deeds as arbitrary and illegal.

Heard the learned counsel for the petitioner and the learned Government Pleader for Stamps and Registration for respondents and perused the record.

The learned counsel for the petitioner submits that originally the vendor of the petitioner viz., Ch.Krishnam Raju was the absolute owner and possessor of land admeasuring Ac.5-13 guntas in Sy.No.195 situated t Pati Ghanpur village, Patancheru Mandal, Sangareddy district having acquired the same vide registered sale deed bearing document No.19423 of 2005 dated 21.12.2005. Subsequently, the said land was converted from agriculture to non-agriculture by the Revenue Divisional Officer vide proceedings No.C1/233/2007 dated 13.4.2007. It is further submitted that the said Ch.Krishnam Raju has offered to sell the land to the petitioner and the petitioner agreed to purchase the same and the sale deeds were presented before the respondent No.4 on 6.5.2023. The respondent No.4 has passed Refusal Order Nos.103 and 104 of 2023 dated 9.10.2023. Aggrieved by the same, petitioner preferred appeals before the respondent No.3 and the same were dismissed. Thereafter, petitioner preferred revision before the respondent No.3 and the said revision was allowed by respondent No.3 vide order in proceedings No.CC/1198/2024 dated 15.4.2026 and directed the respondent No.4 to remove any prohibition entry recorded against the subject property in Survey No.95, Pati Ghanpur village, Medak district and to admit the sale deeds bearing document Nos.87 and 88 of 2023 for registration as the Status quo order dated 22.4.2019 passed by the learned Senior Civil Judge, Sangareddy in I.A.No.1304 2018 in O.S.No.231 of 2018 has expired on 5.8.2019. While so, on 24.1.2024, the petitioner has lost the certified copies of sale deeds while travelling in an Auto from Miyapur to Medchal, hence, he made a complaint before the concerned Police Station and also filed a representation to the respondent No.3, requesting to dispense with the production of original documents and also retrieve the documents from Book-I/scanned records and complete the registration process. In pursuance of the same, the respondent No.2 has issued Memo No.G2/5642/2026 dated 7.7.2026, directing the respondent Nos.3 and 4 to take necessary action as per the provisions of Registration Act, 1908.

The learned Assistant Government Pleader appearing for the respondents fairly submits that the respondent Nos.3 and 4 will take appropriate action pursuant to the letter addressed by the respondent vide Memo No.G2/5642/2026 dated 7.7.2026.

Having regard to the submission made by the learned counsel for the respective parties, the writ petition is disposed of, directing the respondent No.4 to take necessary action pursuant to the Memo No.G2/5642/2026 dated 7.7.2026 issued by the respondent No.2 in terms of Sections 57 to 60 of the Registration Act, 1908, as expeditiously as possible, preferably within a period of three (3) weeks from the date of receipt of a copy of this order. Miscellaneous petitions, if any, pending shall stand closed. There shall be no order as to costs.
