Heard Mr. M. Hemchandra, learned senior counsel appearing for the petitioners and Mr. S. Nepolean, learned GA appearing for the State respondents.
By an order passed today in MC(WP(C)) No. 45 of 2022, this Court has allowed impleadment of 2(two) Government Officials as respondents No. 30 & 31. As Mr. S. Nepolean, learned GA has already entered appearance on behalf of the said 2 (two) officials, no formal notice is called for. However, Ms. Rinika Maibam is directed to furnish a copy of the present writ petition to the learned Government Advocate within 3 (three) days.
It has also been submitted by Mr. M. Hemchandra, learned senior counsel that even though the petitioner has already taken steps for service of notice upon the private respondents No. 5-29 by way of speed post and dasti through the Director of Education (S), the petitioner may be allowed to take fresh steps for service of notice upon the said private respondents No. 5-29 by way of substitute service by publishing the notice in 2(two) well circulated local newspaper, one in English (Imphal Free Press) and one in Vernacular (Poknapham) for 2 (two) consecutive days to ensure that the said private respondents have been duly served notice of the present case.
Prayer is allowed.
Necessary steps be taken within 1 (one) week.
List this case again on 18.04.2022.
