Judgment
Ahanthem Bimol Singh, J
Mr. M. Hemchandra, learned senior counsel assisted by Ms. Rinika Maibam, learned counsel appeared for the petitioner.
Issue notice, returnable within four weeks.
Mr. A. Vashum, learned Government Advocate entered appearance and accepts notice on behalf of the respondents No. 1 & 2, hence, no formal notice is called for in respect of the said respondents.
Mr. M. Hemchandra, learned senior counsel submitted that there will be some difficulty to serve notice upon the respondents No. 3 to 403 by way of either speed post or dasti service since the place of their residence cannot be ascertained. The learned senior Advocate accordingly prays for allowing the petitioner to serve notice upon the said respondents by way of substitute service by publishing the notice in two local leading newspaper (one in English and another in Manipuri) for two consecutive days.
Prayer is allowed.
Steps should be taken within two weeks. Petitioner is also directed to file an affidavit showing the proof of service of such notice upon the said respondents.
List this case again on 17.03.2023. In the meantime and till the next date, one post for Hindi Primary Teacher in the Education Department which is ear-marked for Person With Disabilities should be kept vacant.
