This Original Application under Section 14 and 15 was registered suo-motu on the basis of a newspaper report published in online portal Onmanorama dated 12.11.2023 reporting that in the reservoir of Ananyirangal dam a large number of fingerlings were found dead.

Advance  notices  were  issued  to  District  Magistrate,  Idukki, Kuyilimala, Kerala and Kerala State Pollution Control Board (hereinafter referred to as ‘KSPCB’) on 04.12.2023.

Pursuant thereto, report has been submitted by KSPCB stating that dam in question is owned by Kerala State Electricity Board (hereinafter referred to as ‘KSEB’) and constructed across river Panniyar for the purpose of power generation. It is part of Panniyar Hydro Electric Project. As per the information given on website of KSEB Dam safety organization, maximum water level (MWL) at the dam is 1210.07m with capacity at full reservoir level (FRL) of 50.86 Mm3 (Million Cubic Meters).

On 06.12.2023, no fishes lying dead were observed at the dam. Further no discharge of waste water also has been noticed in the dam water. Quality of water is also within the parameters prescribed in the environmental laws. Dissolved oxygen level at the service level was found 7.4 mg/I which is gradually decreasing when going deep levels. There is no dissolved oxygen beyond 10m which is quite natural. With respect to the fingerlings, it is stated that for the benefit of local people, large number of fingerlings were put in the dam and as a natural course since all cannot survive, it has been found that about 0.25% of total fingerlings died. It is a normal and natural phenomenon. It is also said that no abnormality has been observed either in the water quality or in the death of fingerlings.

In these facts and circumstances, we do not find any necessity of carrying further this matter and no further order is required.
