S. Siri Jagan, J.—The Petitioners are working as Junior Public Health Nurses in the Health Department of the Government of Kerala. Prior to entering regular service in 1993, they had put in provisional service. The Petitioners submit that they are entitled to service benefits reckoning the provisional service also, insofar as the provisional service was prior to the Government order, which had taken away such benefits with effect from 1.10.1994. Seeking this relief, the Petitioners have filed Exts.P2 to P4 representations. The Petitioners seek a direction to the 1st Respondent to consider and pass orders on the same expeditiously.

The learned Government Pleader submits that Exts.P2 and P3 are filed before the 2nd Respondent and Ext.P4 is filed before the 1st Respondent and it is appropriate that all the three representations are considered by the 1st Respondent.

Having heard both sides, I dispose of this writ petition with the following directions:

The 2nd Respondent shall forward Exts.P2 and P3 to the 1st Respondent within two weeks from the date of receipt of a certified copy of this judgment. The 1st Respondent shall consider Exts.P2 to P4, as expeditiously as possible, at any rate, within three months from the w.p.c.36087/10 2 date of receipt of Exts.P2 and P3 from the 2nd Respondent, after affording an opportunity of being heard to the Petitioners.
