Prayer in this application is placing on record the Additional Affidavit of the petitioner, in the light of observations made by this Court in its interim order dated 20.08.2025.

Mr. Satnam Preet Singh Chauhan, DAG Punjab and Mr. Pawan Kumar Goklaney, Advocate, has put in appearance on behalf of respondent-State/Non-applicant and endorsed no objection in case the application is allowed.

In the light of above, the application is allowed, as prayed for.

Additional Affidavit of the petitioner, is taken on record.

The jurisdiction of this Court has been invoked under Article 226 of the Constitution of India, for seeking the issuance of a Writ of Certiorari for quashing the seniority list Annexure P-4 dated 30.04.2018, to the extent it places the name of petitioner at serial number 38, instead of placing it just above the name of respondent No. 4 (Sh. Jaswinder Singh), who has been shown at serial No. 19 in this seniority list.

Learned counsel for the petitioner informs the Court that demand notice dated 13.02.2023 (Annexure P-7) and supplementary demand notice dated 02.06.2023 (Annexure P-8) are pending adjudication and he will be satisified in case a direction be issued to respondents/Competent Authority to decide the same.

Learned State counsel assures the Court that the above-said demand notices will be decided within time bound manner.

In light of the above, without commenting upon the merits of the case, the respondents/Competent Authority are directed to decide the demand notice dated 13.02.2023 (Annexure P-7) and supplementary demand notice dated 02.06.2023 (Annexure P-8), after taking into consideration all the pleas raised by the petitioner in the writ petition with regard to the final seniority list, as well as any case law relied upon by the petitioner, if any, and after affording an opportunity of hearing to the petitioner. The aforesaid exercise shall be completed within a period of three months from the date of receipt of a certified copy of this order. The petitioner shall forward a copy of the writ petition along with a certified copy of this order to the respondents/authorities.

A copy of speaking order so passed be supplied to the petitioner within one week thereafter.

The petition in the aforesaid terms stands disposed off.
