Judgment
The petitioner has filed the present Writ Petition seeking issuance of a Writ of Mandamus, directing the respondents to grant necessary permission and adequate police protection for conducting the 39th Annual Grad Kabadi Tourament, organized by P.N Vallarasu and Sun Flower Kabaddi Team, along with the general public and youth of Kalpulichanpatti Village at Kalpulichanpatti Village, Vikkiramangalam Panchayat, Usilampatt Taluk, Madurai District, on 12.09.2026 and 13.09.2026, from about 07.00 p.m to 10.30 p.m. on the basis of the petitioner's representation dated 20.08.2026.

The learned Government Advocate (Criminal Side) submitted that, on account of the Immanuel Sekaran immemorial date scheduled to be held on 12.09.2026 and the Vinayaka Chathurthi festival procession on 14.09.2026 and other related events, it would not be possible for the police to grant permission for the dates proposed by the petitioner, viz., 12.09.2026 and 13.09.2026. The police force would be required to be deployed for the said events. If permission is granted for the Kabadi tournament on those dates, there may be a law and order problem. Therefore, he submitted that, if the petitioner proposes a subsequent date after 19.09.2026, the same may be considered by the police authorities.
After hearing the learned Government Advocate, the petitioner is permitted to conduct the Kabadi tournament on 19.09.2026 and 20.09.2026. If the petitioner submits a fresh representation, the same shall be considered by the police authorities in accordance with law.
The learned Government Advocate (Criminal Side) further submitted that, if the place where the tournament is proposed to be conducted belongs to the village, the petitioner must obtain a resolution or No Objection Certificate (NOC) from the Village Headman, along with NOCs from the Medical Department, Fire and Rescue Services Department, Revenue Department, and other concerned departments. If all the requisite documents and NOCs are submitted along with the fresh application, the same shall be considered by the competent authorities in accordance with law.
Accordingly, the petitioner is directed to submit a fresh representation mentioning 19.09.2026 and 20.09.2026 as the proposed date for conducting the Kabadi tournament. The respondents shall consider the same expeditiously, subject to the petitioner complying with the above directions.
With the above directions, the Writ Petition stands disposed of.
