Judgment
This Writ Petition is filed in a Writ of Certiorarified Mandamus, challenging the impugned order passed by the third respondent dated 31.08.2026 to quash the same and consequently, direct the respondents to grant permission and adequate police protection for conducting State Level Kabadi Tournament at the private land made available at Ayyanarkulam Village, Usilampatti Taluk, Madurai District on 04.09.2026, 05.09.2026 and 06.09.2026 during such time and subject to some reasonable condition as may be fixed by this Court.
The impugned order was passed on 31.08.2026, and immediately thereafter, this petition was filed on 02.09.2026. The case was listed before this Court on 03.09.2026. After hearing certain aspects and the objections raised by the Government side, it was suggested to the petitioner that, instead of conducting the State-level Kabadi Tournament, the event may be restricted to the District-level Kabadi Tournament and that a fresh representation may be submitted to the concerned authority. Therefore, this matter is listed today.
The subsequent developments, as submitted by the learned Senior Advocate, Mr. Veera Kathiravan, shows that the petitioner organisation restricted the Kabadi Tournament from the State level to the District level and has submitted a representation dated 07.09.2026 to the third respondent, along with the necessary NOC and other connected documents. It is submitted that the petitioner has also postponed the event from the originally scheduled date of 04.09.2026, 05.09.2026 and 06.09.2026 to 11.09.2026 onwards for a period of three days (i.e.11.09.2026, 12.09.2026 and 13.09.2026).
The learned Government Advocate (Criminal Side) has submitted that the fresh representation, along with the necessary documents, has been received by the third respondent.
In view of the above factual position, which is not disputed by the learned Government Advocate (Criminal Side), the third respondent is directed to consider and decide the petitioner's representation dated 07.09.2026 expeditiously, preferably on or before 10.09.2026 at 6.00 p.m., so as to enable the petitioner to proceed further based on the decision taken by the third respondent.
The fifth respondent is also permitted to agitate his grievances before the third respondent. The third respondent is directed to enquire into the grievances of the fifth respondent also and take appropriate action at the earliest.
With the above directions, this writ petition stands disposed of. Consequently, connected Miscellaneous Petitions are closed.
