The applicant is a candidate, who had applied against Advertisement No.01/2017 for the post of Librarian (Post Code No.10/17). Online applications were invited and the closing date was 21.08.2017. As per the Recruitment Notice, essential qualifications prescribed is in respect of Professional Qualification as well as in respect of Professional Experience. The exact wording is reproduced below:
Educational Qualification
Essential:
Bachelor's Degree in Library Science or Library and Information science of a recognized university/ institute.
Desirable:
Diploma in Computer Application from recognized university or institute.
Experience
Essential:
Two years professional experience in a library under central/state government/ autonomous or statutory organisation/PSU/university or recognised research or educational institution.
Desirable:

The applicant had appeared in the written examination and secured 115.50 marks and he was shortlisted. However, later on, his candidature was rejected on account of not possessing requisite essential experience. The applicant felt aggrieved and filed the instant O.A.
The applicant pleads that he had worked as MTS in Library of Delhi Judicial Academy from 14.06.2012 to 29.10.2014. The applicant also pleads that based upon his qualification and experience, the National Crafts Museum and Hastkala Academy, under Ministry of Textiles, Govt. of India, where he works as LDC, has also decided to give him the charge of Library vide their letter Dt. 03.03.2020.
Accordingly, it is pleaded that his experience in Delhi Judicial Academy should be taken to be sufficient to qualify him for the two years professional experience as specified. It is also pleaded that letter dated 03.03.2020 also indicates that he has the requisite qualification and experience.
Heard Dr. Swati Jindal Garg, learned counsel for the applicant and Ms. Esha Mazumdar, learned counsel for respondents No. 1 to 4.
The Tribunal is of the view that working as an MTS in a Library does not give the applicant the required experience as Librarian, as the duties assigned to the MTS and that to the Librarian are very different and cannot be compared. The letter dated 03.03.2020, can also not help him qualify for the two years essential experience as specified.
Therefore, the applicant's plea of having the essential experience for the post in question, is without merit and cannot be accepted.
We find no merit in the O.A. and the same is accordingly dismissed at the admission stage itself. There shall be no order as to costs.
