Judgment
By virtue of order dated 23.05.2018, the respondents were directed to ensure installation of an inverter backup for operating the lift. Mr. Raman
Sharma, learned Dy. AG, appearing on behalf of the respondents states that instead of inverter backup, the lift has been connected with the existing
DG set, which will give adequate backup in case of power failure for operating the lift. However, an important aspect highlighted is that the lift is
working without an Auto Rescue Device (ARD), which enables the lift in case of power failure to reach the next immediate floor and automatically
opens the door, so that the occupants can make an exit. It is stated that the matter has already been taken up with the concerned for approval and
release of funds and the needful shall be done within four weeks.
The second issue is the issue of regulating the parking of the vehicles in the parking areas as also the unauthorized parking of vehicles in the no-
parking zones, which have been identified on a stretch of road, leading from the District Court Complex to the High Court
Insofar as, regulation of the parking in the parking areas is concerned, it is stated that the parking slots have been duly marked for parking vehicles,
however, sometimes, the vehicles are being parked in such a way as the same choke the entry and exit points. It was suggested that apart from
regulating the parking, it would be appropriate if an official from the Traffic Department be deputed in the parking areas regulating such a traffic.
Ordered accordingly. The Senior Superintendent of Police, Traffic shall also ensure that no vehicle should be parked in the no-parking zones on a
stretch of road leading from District Court Complex to the High Court.Â
On security related issues, it was stated that a proposal by the PWD, which included an amount of Rs. 627.38 lacs, envisaged for purposes of
construction of boundary walls, installation of CCTV cameras, raising of the construction of 20 guard rooms at the backside of the Judicial Academy
etc appears to have been sent as early as in March, 2018. Out of the funds proposed, an amount of only Rs. 1 crore has been sanctioned, which has
already been incurred on the construction/raising of the boundary wall. The matter appears to have been pending consideration with the Planning
Departmtent. The Principal Secretary, Planning Department is directed to formally consider the grant for approval of the balance amount, based upon
the recommendations/proposal of the PWD. Let the needful be done within a period of two weeks.
In addition to this, a specific proposal for the installation of CCTV cameras in the District Court Complex, Jammu has been prepared. The amount
required for the said project is approximately Rs. 110.65. This proposal is also pending with the Planning Department. The Principal Secretary,
Planning Department shall take an appropriate decision and consider a formal approval, so that funds can be released by the Finance Department at
the earliest. Let the needful be done within a period of two weeks.
The Principal Secretary, Planning Department shall furnish a compliance report with regard to the implementation of these directions by the next date
of hearing.Â
With regard to the installation of Baggage X-ray Machines, it is stated that the machines have been procured. A letter has been addressed to the
Registrar General for allocation of suitable space, where the same can be installed. The Registrar General in consultation with the Principal District
Judge, Jammu and the Officer Incharge of Security of the Court Premises shall take a decision with regard to the space that would be allocated for
that purpose.
With regard to the installation of a Fire Safety equipment, it is stated that there is a system in place, which is insufficient or nonfunctional. A proposal
in this regard appears to have been pending with the Registrar General of the High Court for approval. The Registrar General is directed to consider
the accord the requisite approval in this regard within a period of one week, as the same has been pending with him since 19.05.2018.
