Judgment
Petitioner is a student of second respondent college
studying for B.Tech course, who has completed the 2nd
semester and going to the 3rd semester. Seeking a transfer
petitioner has submitted application before the second
respondent evident from, Ext.P4. Ext.P6 application is
submitted before the first respondent University, which is also
pending consideration. According to the norms provided for
the inter collegiate transfer, NOC from the concerned college,
wherein the petitioner is prosecuting his studies is required.
Having heard learned counsel for the petitioner and
respective standing counsel appearing for the respondents, I
am of the considered opinion that a direction can be issued to
the second respondent to consider Ext.P4 and take a decision
on the same, within one week from the date of receipt of a
copy of this judgment. Accordingly I do so. Consideration of
Ext.P6 application by the first respondent University shall be
guided by the direction so issued to the second respondent
college and a finality shall be attained, if an NOC is given by
the second respondent college, immediately thereafter.
Writ petition is disposed of accordingly.
