T.R. Ramachandran Nair, J.—The Petitioner is working as Lecturer in the Department of Electronics and Communication Engineering in the College of Engineering, Thiruvananthapuram. He was appointed as such, as per the advice made by the Public Service Commission dated 08/07/2010. He joined the present station on 17/09/2010 as evidenced by Ext.P2.

The Petitioner points out that after he joined the job, he was selected for the Financial Assistance to carry out a research project for Video based Hand Gesture Recognition for converting sign language to spoken language and, accordingly, an amount of Rs. 58,000/- has been sanctioned as the first installment. It is also pointed out that the Petitioner has already commenced the research work since in the present station there are various facilities.

He is presently confronted with an order of transfer, Ext.P4, dated 27/02/2011 by which the second respondent has transferred him to Government Engineering College, Idukki. In his place, the fourth Respondent has been sought to be transferred.

It is the case of the Petitioner that the Petitioner''s name was not included in the provisional list said to have been published as per Circular dated 23/02/2011. Pointing out these aspects, the Petitioner has filed representations as per Exts.P5 and P6.

There will be a direction to the second Respondent to take a decision on Ext.P5 representation filed by the Petitioner in the light of various contentions raised by the Petitioner. The same will be considered with notice to the Petitioner and the fourth Respondent within a period of one month from the date of receipt of a copy of this Judgment. Till the representation is considered and orders are passed, the implementation of Ext.P4 order, as far as the Petitioner is concerned, will be kept in abeyance.

The writ petition is disposed of as above. No costs.
