Prayer in this writ petition is for issuance of a writ of mandamus directing the respondents to grant leave for 21 days from 02.09.2026 to 23.09.2026 without escort to the petitioner's son, namely, Aravind, son of Raj, aged about 29 years, life convict No.23922 (PID No.376601), confined at Central Prison, Trichy.

Today, when the matter was taken up for hearing, learned counsel Additional Public Prosecutor appearing for the respondents, submitted that the representation dated 31.07.2026 submitted by the petitioner has been considered by the second respondent and the petitioner's son / convict prisoner has been granted 21 days ordinary leave with police escort vide proceedings bearing No.522/Mu.U./2026, dated 07.09.2026 and produced a copy of the said proceedings before this Court to that effect.

However, the learned counsel for the petitioner submitted that though the petitioner has sought the grant of 21 days ordinary leave without police escort to her son / convict prisoner on account of her daughter's marriage ceremony, the respondents have granted 21 days ordinary leave with police escort, which will cause embarrassment to her family members during the marriage ceremony. Therefore, the learned counsel for the petitioner prays this Court to grant leave to the convict prisoner without police escort.

Taking into consideration the facts and circumstances of the case on hand that the petitioner has sought the grant of leave to her son for attending his sister's marriage ceremony, which is scheduled to be held on 13.09.2026 and further since the presence of police escort will cause embarrassment to his family members during the marriage ceremony, we are inclined to direct the respondents to grant 21 days ordinary leave without police escort to the petitioner's son / convict prisoner.

Accordingly, the writ petition is disposed of with the following directions:

(i)

The respondents are directed to grant 21 days ordinary leave to the petitioner's son, namely, Aravind, son of Raj, aged about 29 years, life convict No.23922 (PID No.376601), without police escort.

(ii)

During the said leave period, he shall report before the fourth respondent - Police Station, daily at 06.30 p.m., without fail.

(iii)

He shall report back to the third respondent, on completion of the leave period, without fail.

(iv)

The petitioner shall produce all necessary documents, along with a copy of this order, before the jail authorities.

(v)

During the leave period, the convict prisoner shall abide by all the conditions prescribed in the Jail Manual.

(vi)

The convict shall utilize the leave only for the reason for which it has been granted and shall not partake in any other activities

(vii)

No costs.
