Judgment
NIDHI GUPTA, J. (ORAL)
Prayer in the present writ petition is for issuance of a direction to the respondents to grant permission for foreign travel/ Ex-India Leave to the petitioners to enable them to travel to Dubai, UAE from 15.09.2026 to 26.09.2026 for the purpose of admission of their minor daughter in the University of Wollongong in Dubai; And/or further, the respondents be directed to forthwith and expeditiously decide the petitioners’ pending leave applications dated 07.07.2026 (Annexure P-4) and 10.07.2026/02.09.2026 (Annexure P-11) for permission to travel/Ex-India Leave, as expeditiously as possible as the orientation programme is scheduled to commence from 14.09.2026 and the classes are scheduled to commence from 21.09.2026.
It is inter alia submitted by learned counsel for the petitioners that foreign travel of the petitioners is necessitated on account of the fact that minor daughter of the petitioners aged around 16 years as is evident from her date of birth certificate dated 21.04.2010 (Annexure P-2) has secured admission in Bachelor of Psychological Science Programme Schedule of Autumn Trimester in Duabi. The orientation programme is scheduled from 14.09.2026 to 18.09.2026, and the classes are scheduled to commence from 21.09.2026.
Learned counsel for the petitioners submits that the petitioners would be satisfied, at this stage, if the present writ petition is disposed of with a direction to the respondents the decide the leave applications duly submitted by the petitioners dated 07.07.2026 (Annexure P-4) and 10.07.2026/02.09.2026 (Annexure P-11) expeditiously in terms of judgment dated 27.08.2026 (Annexure P-9) passed by a co-ordinate Bench of this Court in CWP-27369-2026 titled as Sheetal Rani vs. State of Haryana and others, whereby the relevant instructions issued by the Government of Haryana vide Circular No 62/47/2026-6HR-I dated 10.06.2026 (Annexure P-7) formulating the guidelines ‘on saving fuel energy conservation and judicious use of other resources’,, have been quashed.

Without expressing any opinion on the merits of the claim raised by the petitioners, and in view of the limited relief sought, the present writ petition is disposed of with a direction to respondents/ Competent Authority, concerned to consider and decide the leave applications of the petitioners dated 07.07.2026 (Annexure P-4) and 10.07.2026/02.09.2026 (Annexure P- 17.09.2026.
Pending application(s), if any, shall stand disposed of.
A copy of this order be supplied to learned counsel for the petitioners under the signatures of Bench Secretary of this Court.
