Judgment

The applicant herein is an Indian Forest Service Officer, who superannuated on 30.04.2020. He was allocated to Manipur cadre. After initial training and probation at Dehradun, he was allocated Manipur cadre. He spent few years on various posts in Manipur. Thereafter, he was on deputation to various posts at Delhi and then he was posted back to Manipur.
The applicant has pleaded for payment of double HRA, for the duration he was posted at Manipur, in accordance with Min of Finance OM Dt. 24.9.2003, for which he had made a representation dated 9.10.2017 (Annexure A-2). It was followed up with reminders etc. He was advised vide letter Dt. 21.5. 2019 that certain clarifications have been sought which are still awaited. It was pleaded by the applicant that at this stage he will be satisfied, if directions can be issued to the respondents to decide his representations by passing a reasoned and speaking order with a time bound manner.
Matter has been heard. Mr. M.S. Reen, learned counsel represented the applicant and Shri R.S. Rana, learned counsel represented the respondents.
The present OA is disposed of at admission stage itself, without going into the merits of the case, with a direction to the respondents to pass a reasoned and speaking order on the pending representations of the applicant within a period of three months, under advice to applicant. No costs.
