The writ petition has been filed with the following prayers:

i) That a writ of Certiorari may very kindly be issued issue a writ of certiorari and impugned act of Respondents details of which are given in the body of the writ petition whereby by changing the rules of the game in the midstream, right to do business has been taken away contrary to the constitutional mandate, may very kindly be quashed and set aside.

ii) That a writ of mandamus may very kindly be issued thereby directing Respondents to either withdraw notification dt. 15.7.2009 putting ban on the polythene in the State of Himachal Pradesh or in the alternative direction may be given to the Respondent to adequately compensate Petitioner for the lesses having been caused owing to issuance of the notification by Respondents, in the interest of law and justice.

According to the Petitioner, in view of the investment he has already made prior to the introduction of the Policy and in view of the change of the policy mid-way, he has suffered huge loss. These and other ancillary grievances, the Petitioner has brought to the notice by Annexure P-5 (representation), before the Principal Secretary. There will be a direction to first Respondent to look into Annexure P-5 and pass appropriate orders in accordance with law and justice. This shall be done within a period of two months from the date of production of a copy of this judgment along with a copy of the writ petition.

With these observations, the writ petition is disposed of, so also the pending application(s), if any.
