Justice Kurian Joseph, C.J.—The Writ petition is filed mainly with the following prayers:

i) That a writ of certiorari may kindly be issued quashing the annexure P-9 and P-10 as issued by the respondents 1 & 2.

ii) That a writ of mandamus may kindly be issued in favour of the petitioner and against the respondents directing the respondents 1 & 2 to issue tender forms to the petitioner and to allow him to participate in and make bid in the tenders called by respondent No. 2 on 26th April, 2010 or to some other dates to which such tenders are postponed, with respect to the allotment of works of various lots under Forest Working Division Chopal of felling, conversion and carriage to road side depot.

iii) That a writ of mandamus may kindly be issued in favour of the petitioner and against the respondents 1 & 2 directing the respondents to allow the petitioner to participate in and make bid in the tenders in future, with respect to the allotment of works of various lots by the respondents of felling, conversion and carriage to road side depot.

It is brought to the notice of this Court that the learned Single Judge of this Court had considered the same issue leading to judgment dated 25th May, 2011 in CWP No. 511 of 2011 and connected cases. Those cases were disposed of as follows:

5.

In view of the stand now taken petitioners submit that within a week they shall either submit complete applications or complete the formalities which are required to be fulfilled with respect to the applications already submitted. They assure that in all respect their applications for allotment of separate EPF Code numbers shall positively be completed within the said period. It is not in dispute that petitioners before this Court already stand awarded individual contracts by respondents No. 1 & 2. They are successful bidders and the work allotted to them is to be completed within time bound period, being seasonal in nature. Considering the same it is expected of respondent No. 3 to process all the applications of the petitioners and take action for allotment of separate EPF Code numbers in accordance with law, within a period of two weeks from the date of receipt of all the applications, complete in all respect.

2.

Learned counsel appearing for the respondents submit that the judgment has been accepted in principle and the same has been implemented also.

The writ petition is also disposed of in terms of the judgment, as extracted above, so also the pending application(s), if any.
