Shri S.K. Singh Vashisth, counsel for the applicant and Shri Chakrapani Vatsyayan, counsel for the respondents are present and heard.

2.

This O.A. has been filed for the relief to permit the applicant provisionally for document verification as per relevant documents, sent by applicant on 14.08.2026 in pursuance to the order dated 10.07.2026 passed by the respondents with regard to grievance, if any, and if the name of applicant is not published on the web portal. Counsel for the applicant submitted that in pursuance to the advertisement dated 02.06.2025 for the post of Civilian Motor Drivers (Ordinary Grade) in the office of DGQA, New Delhi, applicant has applied for the same and has uploaded the requisite documents on Web Portal. Counsel for the applicant submitted that the applicant has fulfilled all the eligibility criteria, however, his name was not published on the Web Portal. Therefore, he has sent an e-mail along with supporting documents to the respondents’ department as per para-4 of the circular dated 10.08.2026. However, till date no action has been taken by the respondents. Counsel for the applicant submitted that the document verification to the post of Civilian Motor Drivers (Ordinary Grade) is going to be closed on 28.10.2026. Counsel for the applicant further submitted that the applicant has moved a representation dated 14.08.2026 and reminder dated 15.10.2026 to the respondents for permitting him to appear provisionally for document verification to the post of Civilian Motor Drivers (Ordinary Grade), however, no reply has been given by the respondents.

3.

Counsel for the respondents submitted that he may be permitted to seek instruction from the respondents’ department and to file the Short Counter Affidavit.

4.

However, considering the nature of relief, having regard to the exercise so initiated by the respondents’ department and the fact that the document verification is going to be closed on 28.10.2026, we are in opinion to direct the respondent No. 2/competent authority amongst the respondents to permit provisionally the applicant for document verification for the post of Civilian Motor Drivers (Ordinary Grade) and after completion of document verification, they are at liberty to consider the representation of applicant dated 14.08.2026 and reminder dated 15.10.2026 by passing a reasoned and speaking order, in accordance with law, within a period of three months from the date of receipt of a certified copy of this Order. The decision so taken shall be intimated to the applicant forthwith. With the above directions, O.A. stands disposed of. No order as to cost. All the pending MAs shall be deemed to have been disposed of.
