Mr. Justice L. Narasimha Reddy:
Learned counsel for the applicant seeks permission of the Tribunal to withdraw the OA by reserving the liberty for the applicant to challenge the order dated 16.07.2019. Permission is accorded.

Accordingly, the OA is dismissed as withdrawn. It is left open to the applicant to challenge the order dated 16.07.2019 in accordance with law. Pending MA also stands disposed of. There shall be no order as to costs.
