The Staff Selection Commission (SSC), the respondent herein, initiated steps for selection for the post of Sub-Inspector (Executive) in Delhi Police.

A notification in this behalf was issued on 03.03.2018. The minimum qualification for the post is prescribed as pass, in Degree examination. The

applicant responded to the notification. The selection process involved conducting of the written test as well as Physical Endurance Test. Since he

was within the range of selection, he was required to submit the relevant documents for verification. A detailed note in this behalf was issued on

13.03.2021. In the remarks column in Part-VI dealing with the rejection, it was mentioned that marks sheet submitted by the applicant does not

indicate the completion of study of degree course. On this ground, the candidature of the applicant was rejected. This OA is filed challenging the

communication dated 13.03.2021.

The applicant contends that he obtained BA degree from Periyar University and the marks sheet issued by them was submitted. He contends that

the mark sheet meets the requirement of the provisional certificate and there is no basis for the respondents to reject his candidature.

We heard Shri Sunil Dahiya, learned counsel for the applicant and Shri S.N. Verma, learned counsel for the respondents, at the stage of admission.

The applicant is one of the candidates for the post of Sub-Inspector (Executive), that was advertised in the year 2018. He was successful at the

stage of written examination and in Physical Endurance Test. However, in the course of verification of documents, it emerged that the applicant was

not able to satisfy the respondents that he a valid degree. The remarks made by the respondents against the relevant column reads as under :

“Mark Sheet Not Shown to Completed for degree. Hence his candidature has been rejected.â€​

The applicant filed his marks sheet at page 77 in the OA. A perusal of the same discloses that it was issued way back in the year 2013. Except that

it shows the marks, said to have been secured by the candidate in certain subjects, it does not indicate as to whether they are of the first year, second

year or third year, much less it discloses the final result or factum of completion of course. On the basis of such a marks sheet, the respondents cannot

be expected to treat the appointment as qualified.

We do not find any merit in the remarks made by the respondents. However, it shall be open to the applicant to submit any certificate which

conforms to the requirements stipulated by the respondents.

Therefore, we dispose of the OA, leaving it open to the applicant to submit a certificates of his qualification within four weeks from today. If it is

presented, the respondents shall verify as to whether it is in accordance with the norms stipulated in the advertisement. There shall be no order as to

costs.
