Judgment
Vide order dated 07.01.2020, a factual and action taken report was sought from the District Magistrate, Faridabad and Haryana State PCB with reference to the allegation that sewage from Seekri village in Faridabad District in Haryana is over flowing on the service road and on the stretch of Delhi - Agra Highway. This was hampering the movement of vehicles, emitting foul smell, causing water borne diseases and accidents on the Highway. Pipeline and drains were getting frequently choked due to dumping of garbage in the open drain, leading to over flowing of sewage on the service road.
The matter was last considered on 09.07.2021 in the light of the report of the State PCB dated 05.07.2021 which mentioned the proposed action. The Tribunal directed remedial action and presence of Additional Chief Secretary, Development & Panchayat Department, Haryana with the action taken report.
Accordingly, the Additional Chief Secretary is present in person and report dated 04.12.2021 has been filed by the State PCB inter alia stating as follows:-
"5. That a detailed action taken report jointly signed by the Superintending Engineer, Panchayati Raj Public Works Circle, Faridabad and Executive Engineer, Panchayati Raj, Faridabad was provided vide letter dated 02.12.2021 with the following information:-
i) Development & Panchayat Department devised, designed, constructed and implemented a long lasting and permanent solution to prevent the overflow of dirty water from village Sikri on to the service road and on stretch of Delhi Agra National Highway.
ii) After construction of permanent Reinforced Concrete drain along the service road of National Highway, the water has been channelized towards the oxidation pond.
iii) NHAI took up construction of 1684 feet of permanent RCC box type drain along the edge of service road and 702 feet of RCC drain was constructed by engineering wing of Panchayati Raj. Raising and covering of 735 feet of open drain was also done by Panchayati Raj Engineering Wing.
iv) For the grey water management, department has taken up construction and establishment of a constructed wetland in vacant land abutting the oxidation pond so as to treat the incoming water using phyto-remediation technique. After treatment, the treated water would be stored in the oxidation pond.
v) Pipeline has been laid along the existing PWD road wherein hydrants have been provided to enable farmers to irrigate their fields using treated water. Copy of letter dated 02.12.2021 received form District Development and Panchayat Officer, Faridabad along with action taken report is enclosed herewith as Annexure-R/2.
That site in question was visited by the concerned officer of the Haryana State Pollution Control Board at Regional Office (Ballabgarh) on 04.12.2021. The work executed as stated in above mentioned action taken report was verified and it was found that RCC Box type Drain has been constructed alongside service road of the National Highway-19 and Grey Water of Village Sikri is being channelized through it. This Grey Water is coming into constructed wet land and this constructed wet land was found in stage of stabilization. The photographs of the nalla and constructed wet land are enclosed herewith as Annexure-R/3."
In view of above, no further order appears to be necessary at this state. The Application is disposed of.
