After hearing learned counsel for the intervenor and learned counsel for the petitioner, we are of the considered opinion that both the parties want to convert this public interest litigation into adversely litigation and that too, adversely against the person who filed the writ petition against the intervenor and intervenor''s stand is against the writ petitioner. In view of the above, we deem it proper not to hear both the parties, intervenor as well as petitioner, in their any of the capacities. However, since it is a public interest litigation and there is some substance for entertaining this public interest litigation, therefore, in the title as it is but not on behalf of any of the party being National Institute of Technology Teacher''s Association, we convert it to be a public interest litigation and for this purpose, we request Jharkhand State Legal Services Authority to suggest name of the advocate who may conduct this public interest litigation in the same name which it has been filed.

Learned counsel for the petitioner as well as learned counsel for the respondents, if want to bring on record any fact, they will be free to submit the materials which may be examined by the Court after considering them but with clear direction that no allegation inter-se with respect to their dispute shall be entertained by this Court.

Learned counsel for the respondent Union of India may file counter to the allegations leveled in the petition.
