Virender Singh, C.J. - Counsel for appellant-writ petitioner states that he would feel satisfied if a direction is issued to the Rehabilitation Officer, 2 Chandil, Swarnarekha Multipurpose Project Chandil, District Seraikella Kharsawan (respondent No. 3 herein) to have a re-visit to the case of appellant-writ petitioner for issuance of Vikas Pustika as some doubt with regard to parentage of appellant-writ petitioner has surfaced from the documents already available with the authority, which aspect has to be dealt with afresh.

Counsel for appellant-writ petitioner states that he may be given liberty to place all the documentary evidence available with him in support of his claim before respondent no. 3. Further prayer is for doing the needful at the earliest, so that appellant-writ petitioner, if ultimately found entitled for the issuance of Vikas Pustika ( a booklet), the same is given to him without any delay.

Finding substance in the submission advanced by learned counsel for appellant-writ petitioner, we dispose of the instant appeal at this stage itself with a direction to respondent No. 3 to look into the entire matter afresh, after giving reasonable opportunity to appellant-writ petitioner to put forth his stance before him, oral or documentary.

Let the entire exercise be carried out expeditiously preferably within two months from the date, copy of the order is submitted to him, which shall be the responsibility of appellant-writ petitioner.

Needless to say, if appellant-writ petitioner is found to be entitled for Vikas Pustika after holding the discreet inquiry, the same shall be provided to him without any delay.

Impugned order under challenge stands modified accordingly.
