Learned counsel for the applicant submits that the applicant is squarely covered by the judgments and orders passed by the Hon’ble Kerala High Court as well as by the Benches of this Tribunal. He submits that, in view of the aforesaid decisions, the applicant, who is working as a Translation Officer, is entitled to be placed in the pay scale of ₹5,500–9,000 in terms of the recommendations of the Fifth Central Pay Commission.

Learned counsel submits that reliance is also being placed upon various judgments and orders, including the decision of the Principal Bench in O.A. No. 3984 of 2023, dated 12.09.2024. It is submitted that similarly situated employees have been extended the same benefit, whereas the respondents have not extended the said benefit to the applicant.

It is further submitted that the applicant submitted a representation dated 07.01.2026, followed by a legal notice dated 14.07.2026, but neither has been responded to by the respondents.

In view of the aforesaid facts and circumstances, and without entering into the merits of the claim, we deem it appropriate to afford one opportunity to the respondents to consider and decide the pending representation of the applicant.

Accordingly, the respondents are directed to consider the present O.A. as a supplementary representation of the applicant, particularly since the applicant has annexed copies of the judgments and orders relied upon by him.

The respondents shall consider the said O.A. as well as the pending representation and pass a final, reasoned and speaking order in accordance with law, after examining the judgments and orders relied upon by the applicant.

The aforesaid exercise shall be completed within a period of two months from the date of receipt of a certified copy of this order.

The O.A. stands disposed of in the above terms.

In the event the representation of the applicant is decided in his favour by the respondents, needless to say, the applicant shall be entitled to the corresponding pay fixation/placement and all consequential benefits in accordance with law. No order as to costs.
