This writ petition was filed by the petitioner in the year 2006 seeking a direction to the respondent Nos. 1 to 3 to count the period of service of the petitioner in KAS cadre for which he has worked from 17th September, 1992, which was subsequently continued till his confirmation in the year 1997. The petitioner also seeks quashing of the order dated 23rd December, 1997, so far as it inducts the petitioner in KAS from 1997.

None appeared for the petitioner on 1st December, 2011 and 17th November, 2016.

The matter was adjourned on 10th March, 2017 to await the appearance of counsel for the petitioner.

None appeared on behalf of the petitioner on 24th May, 2019.

On 15th July, 2019, the petitioner was directed to make available copy of the paper book to learned counsel for the respondents which has not been done.

Memo of the parties shows that the petitioner was 49 years when the writ petitioner was filed. The petitioner would have completed 62 years. In the civil services, the petitioner would have been superannuated.

There was no appearance on behalf of the petitioner on the 18th September, 2019.

None appears for the petitioner when the matter is called out even today.

In view thereof, this writ petition is dismissed.
