Judgment
Prayer in this application is as follows:
“A. direct the NPL-CSIR to monitor and test the efficiency of the installed POLRED devices in the Pilot Project for 4 to 8 weeks and submit a report thereof to this Hon'ble NGT; and/or
B direct the Respondents to conduct/execute a Pilot Project using the required number of POLRED units set out in Para 14 of this Application; if the device invented by the Petitioner qualifies the norms and guidelines etc.; and
C. direct the Government of India to declare POLRED as a part of the "Make in India" and "National Clean Air Program" imitative, if it is qualify the requisite test and guidelines.
D. announces all pollutants including PMI and PM2.5-1, identified and captured by the applicant in the national air quality norms”
According to the applicant, he is an expert on the subject of control of air pollution and has invented a device to control air pollution. He has accordingly sought a direction to monitor and test efficiency of device of the applicant.
We are unable to entertain such application. Role of the Tribunal is to adjudicate on substantial question of environment and not to test devices of commercial enterprises.
The Application is accordingly disposed of without prejudice to any other remedy of the applicant in accordance with law.
