On 25.02.2021, this Court has granted some time for filing counter affidavit to the counsel appearing for the State respondents in W.P.(C) No. 537 of

2020.

Mr. Lenin Hijam, learned Addl.AG submits that counter has been filed but the same is not on record. Registry is directed to place it on record by

Friday, i.e. on 05.03.2021.

This is an application filed by the Manipur Fencing Association praying for allowing the players selected by them to participate in the 3(three)

tournaments and in particular, the tournament to be held from 15th March to 17th March, 2021.

Since the hearing of these two matters may take some time, this Court is of the view that an appropriate arrangement may be made after hearing the

learned counsels for the parties so that the interest of the sportspersons in the State do not suffer.

Mr. Ruchir Mishra, learned counsel appearing for the Fencing Association of India (FAI) submits that keeping in mind the interest of sportspersons,

this Court may permit constitution of a committee of three persons â€" one, from the Fencing Association of India; one from the State Government

and another from the Manipur Fencing Association so that they can select the players to represent the State of Manipur. On the other hand it has

been submitted by Mr. M. Devananda, learned counsel appearing for the Manipur Fencing Association that the players have been selected by it on the

basis of the tournaments held in the State of Manipur and if the selection of the players is disturbed at this stage, it may cause heart burning amongst

them.

In view of the above, Mr. Ruchir Mishra, learned counsel is granted time till Friday, i.e. 05.03.2021 to week instruction as to whether the players

already selected by the Manipur Fencing Association can be allowed to participate in the tournament under the banner of the Manipur State under the

peculiar circumstances prevailing in the State.

List these matters on 05.03.2021 for further proceeding. So far as the disposal of these matters is concerned and in order to avoid such problems in

respect of other two tournaments to be held later, these matters will be listed next week for which the date will be decided on 05.03.2021. Interim

order granted by this Court earlier shall continue till the next date.
