This writ petition is filed with the following prayer:

"... to issue a Writ, order or direction more particularly one in the nature of Writ of MANDAMUS declaring the action of the Respondent No.3 and 5 in not considering the representations given by the Petitioner dt.02.06.2026 for restoration of power supply for the service connection No.RJN2914 pertains to Stone Crusher Unit held by M/s. Hycons Infrastructure India Pvt. Ltd., situated in Sy.No.112 over an extent of Ac.15 00 Gts, Meerkhanpet Village, Kandukur Mandal, Ranga Reddy District, as arbitrary, illegal, unconstitutional and violative of principles of natural justice and consequently direct the Respondent authorities to restore the power supply to the service connection No. RJN2914 pertains to Stone Crusher Unit held by M/s. Hycons Infrastructure India Pvt. Ltd., in the interest of justice and may pass such relief or reliefs..."

Heard Mr. M. Mallikarjun Reddy, learned counsel for the petitioner, Ms. N. Divya, learned Assistant Government Pleader for Energy appearing for respondent No.1-The State of Telangana, Mr. N. Sreedhar Reddy, learned Standing Counsel for TGSPDCL appearing on behalf of the respondent Nos.2 to 4 and Mr. K. Gautham Reddy, learned Assistant Government Pleader for Mines and Geology appearing on behalf of the respondent Nos.5 and 6. Perused the entire record.

The learned counsel for the petitioner submits that a licence has been granted to the petitioner for carrying out quarry operations for a period of 20 years with effect from 12.03.2024 up to 11.03.2044. The petitioner is carrying on stone crushing operations in the subject property. While things stood thus, without notice the respondent authorities have disconnected the electricity connection, consequently, the operations of the quarry have been stopped. In addition, the workers, who are working in the quarry and living in residential quarters of the quarry, also do not have power connection and therefore, they are facing much inconvenience.

The learned Standing Counsel for the respondent Nos.2 to 4 submits that as per the licence given, the petitioner has to vacate the subject property as and when Telangana Industrial Infrastructure Corporation Limited takes up the implementation of Hyderabad Pharma City Project. In that context, there was a meeting held by the concerned authorities for construction of Hyderabad Pharma City Project.

Perusal of record would reveal that respondent No.5 vide letter dated 20.02.2025 has issued prohibitory orders against the petitioner's quarry operations on the ground of extracting mineral excess than the permitted quantity and contravening other lease conditions of quarry. Aggrieved by the same, the petitioner has preferred revision application before the Revisional Authority and the same is pending. In the meantime, respondent Nos.2 to 4 as per the request made by respondent No.6 had disconnected the power supply to the petitioner's stone crushing unit. During pendency of the revision petition, the workers of the quarry are in need of electricity connection and therefore, the learned counsel for the petitioner submits that the power supply may be restored and an undertaking would be given not to carry on the stone crushing operations pending disposal of the revision petition.

In view of the aforementioned, the respondent authorities are hereby directed to restore the power supply to service connection No.RJN2914 forthwith and the same shall be continued till disposal of the revision petition. The petitioner is also directed not to carry out stone crushing operations pending disposal of the revision petition.

With the above directions, the writ petition is disposed of at the admission stage. However, there shall be no order as to costs.

Miscellaneous petitions, if any, pending in this writ petition, shall stand closed.
