The case is being taken up regularly since 23rd December, 2020 and the matter was taken up on various dates but the applicant and his counsel were absent. Finally on the last date, i.e., 26th July, 2021, Mr. Harshvardhan, learned counsel for the applicant, appeared and sought permission to withdraw his Vakalatnama. He was permitted to do so and thereafter we have issued notice to the applicant asking him to take action for his representation today. Office record indicates that notices have been issued to the applicant and he has received the same with regard to today's hearing. The office note also indicates that the applicant has been informed about the pendency of the matter on his mobile phone bearing No. 8360523732. In spite thereof, none is present on behalf of the applicant today.

Learned counsel for the respondents points out that territorial jurisdiction to deal with the matter rests with the Regional Bench, Lucknow and not with Principal Bench, New Delhi. Prima facie, we find the submission made by learned counsel for the respondents to be acceptable. However, before taking any decision in the matter, as a matter of last indulgence, we adjourn the matter by four weeks and direct the applicant to take steps for his representation failing which we shall proceed in the matter and pass appropriate orders as may be permissible under law. Office to send a copy of today's order to the applicant for information and necessary compliance.
