Rajiv Sharma, J.—Petitioner made representation to the Director General of Police-cum-Commandant General for the redressal of his grievances. The case of the Petitioner was duly recommended as per Annexure -PE, dated 7.8.1999. However, the case of the Petitioner was rejected vide Annexure-PA, dated 6.1.2000, without passing a speaking order.

Consequently, the petition is partly allowed and Ex. PA dated 6.1.2000 is quashed and set aside. The Director General of Police-cum-Commandant General, Home Guards, Civil Defence and Fire Services is directed to re-consider the representation made by the Petitioner by affording him an opportunity of personal hearing. The Petitioner shall be served a separate notice to enable him to appear before the Director General of Police-cum-Commandant General. While considering the case of the Petitioner, the case of Harji Ram shall also be taken into consideration. The needful be done within a period of eight weeks after the production of certified copy of this judgment by the Petitioner. No costs.
