Judgment

Heard Mr. N. Ibotombi, learned senior counsel assisted by Mr. Shashibhushan, learned counsel appearing for the petitioner.
Issue notice, returnable within 4 (four) weeks.
Mr. Kh. Athouba, learned GA accepts notice on behalf of the respondents No. 1, 2 & 3 and Mr. S. Samarjeet, learned senior panel counsel accepts notice on behalf of the respondent No. 4, hence, no formal notice is called for.
As prayed for by the learned counsel appearing for the respondents, list this case again on 22.11.2021 and in the meantime, the operation of the impugned order dated 24.02.2021 and impugned letter dated 18.09.2021 so far as the petitioner is concerned, shall not be given effect to till the next date.
