This writ petition is filed praying to grant following relief:

“… to issue a Writ of Mandamus or any other appropriate Writ or Writs, Order or Direction, declaring the action of Respondents not disposing of

the Representations dated 18.03.2020 and 21.10.2020 is illegal, arbitrary and consequently direct the respondents to forthwith dispose of the above

representations filed in respect of land admeasuring Ac.1-26 Gts in Sy.No.271/UU situated at Jakkanpally, Raicode Village, Narva Mandal,

Narayanpet District and direct the respondent authorities to include the Petitioner’s name in Mee-Seva and Dharani Portalâ€​.

Heard Sri S. Krishna Sharma, learned counsel for the petitioner and learned Assistant Government Pleader for Revenue.

Shorn of details, the grievance of petitioner is that in online web portal less extent of land is shown in Sy.No.271/UU and his name is not reflected in

the online web portal, thereby causing hardship and suffering to him. According to petitioner, he is the owner of land to an extent of Acs.2.18 guntas in

Sy.No.271/U, Ac.1.26 guntas in Sy.No.271/UU and Acs.2.09 guntas in Sy.No.120/A/1 of Jakkanpally, Raicode Village, Narva Mandal, Narayanpet

District. His name was mutated accordingly, he was issued pattadar passbooks and title deeds and 1-B Namuna issued from time to time also reflect

the entire extent of land. He was also paid Rythu Bandhu money for the entire extent of land. That being so, recently, the amount payable under

Rythu Bandhu scheme is not deposited on land in Sy.No.271/UU, for no reason. Alleging that representations made by the petitioner were not acted

upon, this writ petition is filed.

The Telangana Rights in Land and Pattadar Pass Books Act, 2020 (Act 9 of 2020), has not vested any power in the Tahsildar to consider such

request and the power of Tahsildar is confined to applications filed in accordance with Sections 5 to 7 and 10 of the Act 9 of 2020. In order to redress

grievances of this nature, the Chief Commissioner of Land Administration issued Circular No.1 of 2021 on 15.01.2021, authorizing the District

Collectors to receive and redress such grievances.

If petitioner is having grievance of showing less extent of land on his name in the online Dharani Portal, he ought to have preferred application

through Dharani Portal under Circular No.1 of 2021, but cannot refer to some representations made before the Act 9 of 2020 came into force and

alleging that the said representations are not disposed of, filed this writ petition.

Therefore, Writ Petition is disposed of, granting liberty to the petitioner to make application under Circular No.1 of 2021, by uploading all the

documents in support of his claim. If such application is made, the District Collector, Narayanpet shall consider the grievance of petitioner and take

appropriate decision as warranted by law, within a period of ten (10) weeks from the date of receipt of such application. Pending miscellaneous

petitions, if any, shall stand closed.
