Proceedings have been initiated on the basis of captioned media report to the effect that pollution was being caused by operation of M/s Shree Salasar Industries in Lekhi village, District Papum Pare, Arunachal Pradesh.

In response to advance notice dated 16.09.2022 issued by the Registry, learned counsel for the Arunachal Pradesh State PCB has entered appearance and submitted that inspection of the unit was conducted on 16.09.2022 and violations of norms was found. Show cause notice dated 20.09.2022 was issued to the project proponent (PP). In its reply dated 22.09.2022, the PP acknowledged the violations on which order dated 29.09.2022 was passed directing closure till compliance.

The said order is reproduced below:-

“WHEREAS, M/s Shree Salasar Industries Pvt. Ltd. [hereinafter referred to as the industry] located at Lekhi village Naharlagun, P.O/PS Naharlagun, District Papum Pare, Arunachal Pradesh is a ferro alloy manufacturing industry having 11MVA and 8.5 MVA submerged electric arc furnace which is provided with cooler tubes, bag filter and a stack of height 30 meters from ground level.

AND WHEREAS, the industry was inspected by a team of Arunachal Pradesh State Pollution Control Board [hereinafter referred to as the State Board] on 16.09.2022. During inspection, it was observed that the air pollution control devices particularly U-tube settler or cooler tube were not properly functional causing fugitive emissions to the nearby areas.

AND WHEREAS, a show cause notice was issued to the industry vide No. APSPCB-662/2021/SSI/ Part-I/4798-7502 dated 20/09/2022.

AND WHEREAS, the industry in its reply vide letter dtd.18.09.2022 has informed that 2/3 months time will be required for complete installation of new pollution control system in the industry. Further vide letter dtd.22.09.2022 the industry has requested for 5 (five) days time for repair and maintenance of existing pollution control devices. The same cannot be considered since the industry is a running concern and the pollution control devices have to be necessarily functional at all times.

NOW THEREFORE, in view of the above facts and in exercise of the powers conferred under Section 31A of Air (Prevention and Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and Rules made there under, M/s Shree Salasar Industries Pvt. Ltd. located at Lekhi village, P.O/PS Naharlagun, District Papum Pare, 791113, is hereby ordered to be closed with immediate effect till the new pollution control devices are installed and certified in full working conditions The electricity connection of the industry is ordered to be disconnected forthwith.”

In view of the above, no further order appears to be necessary at this stage. The application is disposed of.
