Judgment

This writ petition is filed by the petitioner seeking the following reliefs:-
“i. Declare that the petitioner is fully entitled to be issued with the Non-Creamy Layer certificate by the 3rd and 4th respondent in the light of Exhibits P7 to P10 orders;
ii. Direct the 3rd and 4th respondents to issue to the petitioner the Non-creamy Layer Certificate in the light of Exhibits P7 to P10 orders by the issuance of a writ of mandamus, or any other writ, order or direction;
iii. Direct the 5th and 6th respondents to consider the petitioner in the OBC quota at the time of allotment of seats pursuant to NEET-UG 2023 and KEAM 2023 respectively, by the issuance of a writ of mandamus, or any other writ, order or direction;
iv. In the alternative, direct the 3rd and 4th respondents to consider and pass orders on Exhibits P4 and P5 within a shortest time frame to be decided by this Honourable Court and anyhow before 05.04.2023 so as to enable the petitioner to submit online application to NEET-UG 2023 by 06.04.2023, by the issuance of a writ of mandamus, or any other writ, order or direction.”
The grievance of the petitioner is that even though petitioner has submitted Exts. P4 and P5 applications before the Tahsildar, Kanayannoor Taluk, Ernakulam and the Village Officer, Thiruvankulam, Ernakulam, respectively seeking non-creamy layer certificate, the same are not being considered; thus seeks appropriate directions.
Having heard learned counsel for the petitioner, Smt. Rekha Vasudevan and learned Senior Government Pleader Smt. Deepa Narayanan, there will be a direction to the respondents 3 and 4 respectively, to consider Exts.P4 and P5 applications, at the earliest, bearing in mind that the last date for submitting the application is 06.04.2023.
The writ petition is disposed of, accordingly.
