Judgment

The petitioner, by way of this Public Interest Litigation, essentially raises the grievance that the Lecturers in certain fields, such as Commerce, Economics and Physical Education etc., are being appointed in the Senior Secondary Schools from amongst the persons, who do not hold requisite qualification in the relevant subject .
The petitioner has drawn the attention of this Court to the Punjab Educational Service (School and Inspection) Group ‘B’ Services Rules, 2018, more particularly to the method of appointment, qualification and experience, as specified in Appendix ‘B’, for the purpose of promotion to different posts of Lecturers in Commerce/Economics/Physical Eduation/Mathematics/History/Hindi etc, where the qualification and experience for appointment to the post of Lecturer in Commerce or in other subjects by promotion, is as under:-
Lecturer in Commerce
From amongst the Masters/Mistresses who have passed Master of Commerce (M.Com) or Chartered Accountant or ICWA or any other equivalent qualification, but equivalency certificate should be given by the concerned University or institution and should have passed B.Ed. from recognized University or institution as per guidelines of University Grants Commission and have teaching experience for a minimum period of five years
From the aforesaid, it is obvious that to become eligible for appointment to the post of Lecturer of Commerce, the person must possess a Post-Graduate Degree in the relevant subject along with B.Ed. Degree and teaching experience of five years.
The apprehension of the petitioner that unqualified persons are being appointed as Lecturers to teach the children at the Higher Secondary level appears to be unfounded, since all the appointees have Masters degree for being eligible to be considered for the post of Lecturer in the respective subject.
In view of above, this Court finds no substance in the present petition, which accordingly stands dismissed.
Pending applications, if any, also stand disposed of.
