B. Subhashan Reddy, J.—The writ petitioner belongs to Scheduled Caste. She rendered service in the office of the 1st respondent-Devasthanam and to that effect service certificate was issued by the said endowment. In the format prescribed for registration of a candidate in the employment exchange, there exists a column with regard to the work experience. The complaint of the petitioner is that even though such a column exists, the work experience of the petitioner has not been fed into the computer and consequently it did not appear in the employment registration card.

Ms. Pramada the learned Counsel appearing for the 2nd respondent submits that according to the instructions, only the experience in Government offices will be mentioned in against the column relating to work experience and not the experience in the endowments like the 1st respondent. But, I do not find any rationale in such a discrimination and there is no intelligible differentia so as to make a distinction that only Government service is qualified to be entered in the column relating to the work experience. Whether the experience is in private concern, endowments of Government office, it is an experience and it has got to be entered in the column specified for that purpose. The Employment Exchanges not only sponsor the candidates to governmental post, but also to the posts in Corporations, Endowments etc., who adopt the media of employment exchange for selection of candidates in their offices. In fact, Section 4 of the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959, makes it obligatory on the part of every employer in Public Sector to notify the vacancy to the employment exchange concerned and when for such notification there is no distinction and the format prescribed for registration of candidates is one and the same for all, a different treatment cannot be given only for the experience in Government offices.

Therefore, I hold that under the column relating to work experience, in the registration card of employment, every Employment Officer shall mention the service experience of the candidates, provided the candidates submit authentic document with regard to the service experience. In the circumstances, this writ petition is allowed directing the 2nd respondent to mention the service experience of the petitioner as evidenced by the certification issued by the 1st respondent and the candidature of the petitioner shall be sponsored in accordance with the seniority and eligibility to hold the post.
