Judgment
T.R. Ramachandran Nair, J.—This review petition is filed against the judgment rendered on 17.01.2006. The same is filed based on the details in Annexures IV to VII.
The sole question that arises is whether there was any vacancy during the currency of the rank list. It is explained in the counter affidavit filed by the 4th Respondent that no vacancy of Sewing Teacher arose during the currency of the ranked list. The direction of this Court in the judgment dated 10.03.2000 was to report vacancies, if any, to the Public Service Commission. Again in paragraph 4 it is reiterated that no vacancies of specialist teachers including Sewing teachers were available in Thiruvananthapuram District during the currency of Ext.P2 rank list. It is also explained that without a sanctioned post, appointment is not possible. Deployment of Sewing teachers waiting for sanctioned posts had also to be done. Hence the vacancies pointed out in the documents produced are actually not available. Cadre strength of teaching post are fixed every year based on the number of students in each school. It is, therefore, pointed out that depending upon the number of students also, no posts were created.
In that view of the matter, there is nothing for this Court to consider especially since the ranked list expired long year back.
This review petition is therefore dismissed.
