The prayers in this Writ Petition (Criminal) filed under Article 226 of the Constitution of India are as follows:

“(i) Issue a writ of mandamus or any other appropriate writ, direction or order direction the 3rd respondent to the speedy disposal of Exhibit P6 within in a time frame limit.

(ii) This Honourable Court may be pleased to dispense with filing of the English translation of vernacular documents as per order dated 04.08.2022 in WP(C) 16441/2021.

(iii) To issue such other relief as this Honourable Court may deem fit and proper in the circumstances of this case.”

The petitioner had been working as an Assistant Engineer in Section No.3, Thanneermukkam Project from 27.07.2010 to 06.01.2014.

The Vigilance and Anti-corruption Bureau lodged FIR No.VC/09/15/ALP alleging offences punishable under Sections 468, 471, 477A and 120B of the IPC against the petitioner and others.

The Vigilance and Anti-corruption Bureau submitted Ext.P1 Final report dropping further action against the petitioner and the other accused. However, the Vigilance and Anti-corruption Bureau suggested an inquiry by the Vigilance Tribunal.

Now, the matter is pending before the Vigilance Tribunal, Thiruvananthapuram (EC No.02/2022). The petitioner seeks expeditious disposal of the proceedings before the Vigilance Tribunal, Thiruvananthapuram (R3).

This Court obtained a report from the Tribunal as to the time required for the completion of the inquiry. The Vigilance Tribunal reported that three months' time is required for completing the proceedings.

Therefore, the Vigilance Tribunal, Thiruvananthapuram is directed to complete the inquiry in EC No.02/2022 within a period of three months from this day.

The Writ Petition (Criminal) is disposed of as above.
