Judgment

Today a reference may be made to the orders dated 10.07.2023 and 22.8.2023, wherein prima-facie case and grievance of the petitioner is recorded and notices were issued upon the respondents. Respondents have appeared and filed their counter affidavit.
The petitioner appearing in person has submitted about the police atrocities in a case arising out of complaint made by the wife of the petitioner. He submits that his legal right has been snatched by the police and his entire career has been ruined who was a practicing doctor in the city of Jamshedpur. He submits that the guidelines issued by the Hon’ble Supreme Court in the case of Arnesh Kumar v. State of Bihar reported in (2014) 8 SCC 273 and the other cases has been violated by the police.
The Court has heard the petitioner appearing in person as well as the learned counsel appearing on behalf of the respondent State and the learned counsels appearing on behalf of the respondent nos.6 and 7, and after hearing the learned counsels appearing for the respondents as well as the petitioner appearing in person, the Court found that legal assistance is required in the matter as the allegations are there of violation of the directions of the Hon’ble Supreme Court and not following the procedure prescribed under the Criminal Procedure Code (CrPC) and in view of that, the Court requests Mr. V.P. Singh, the learned Senior counsel, who is present in the Court, to assist the Court in this matter, and accordingly, Mr. V.P. Singh, the learned Senior counsel is appointed as Amicus Curiae in this case.
The office shall serve the photocopies of all the documents including the affidavits exchanged between the parties and the photocopies of the entire order sheets as well by Friday i.e. 29.09.2023 to Ms. Bandana Kumari Sinha, the learned A.C. to Mr. V.P. Singh, the learned Senior counsel.
The petitioner appearing in person submits that written statement may kindly be taken on record and the copy of the same has already been served upon the learned counsels appearing on behalf of the respondents.
The said written statement is taken on record.

The petitioner appearing in person will assist the learned Amicus Curiae on the facts of the case.
The interim order shall remain in force till the next date.
