The applicant states that he joined the post of Lecturer/Assistant Professor in Mathematics in the Delhi College of Engineering on 28.02.2000. According to him, the respondent no.3 joined that post on 06.06.2000 and respondent no.4 on 24.12.2003. His grievance is that though respondent nos. 3 and 4 joined much later, they were assigned seniority above him and despite repeated representations, no action has been taken. It is stated that as long back as on 14.07.2017, the Registrar of the DTTE informed him that the matter is under consideration, but so far no final decision has been taken thereon.
We heard Mr.Sagar Saxena, learned counsel for the applicant, at the stage of admission.
The chronology furnished by the applicant is that he joined the post of Lecturer on 28.02.2000 in the concerned Institution. It appears that the respondents were extended certain benefits in the career advancement scheme ahead of the applicant by taking into account the service rendered in other institutions before he joined the University. The impact thereof on the seniority needs to be examined. The applicant has been making representations for the past several years, and on 14.07.2017, the University informed the applicant as under:-

"This is with reference to your letter No.F.1(248)/2016/SB/Vol.VI/1492 dated 31.05.2017, it is to inform you that the representations of Dr. R. Srivastava, Associate Professor, have been forwarded to DTTE being Cadre Controlling Authority of erstwhile DCE Faculty, as per details given below:

Nearly three years elapsed ever since the communication was issued. The matter cannot be kept pending indefinitely.
We, therefore, dispose of the OA, directing the respondents to pass a speaking order on the representation made by the applicant as regards the seniority vis-à-vis respondents no.3 and 4, within a period of two months from the date of receipt of a copy of this order. There shall be no order as to costs.
